I am moving mods from my old Cities XL to XXL, and now I got this problem:

Every time I start a new city, no matter what, when they are around 3 thousands citizens, all houses turn red on
the health satisfaction and a message is displayed : "CITIZENS ARE CONSTANTLY ILL !". I deleted some mods like HEM, but it didn't change the situation. I believe there's a mod which is causing this behavior because I didn't have this issue before... Please help me !!

I'm guessing you have tried placing a hospital?

Axel's English 'cityhouses' pack appears to always have low everything even when you place them right next to services.

Yeah, I placed clinic, hospitals and no diffence at all. I'm quite sure that one mod has caused this because it wasn't that way, but since last week I started putting mods from clx and testing them... I thought everything was alright and then I found that issue... I'm trying to trace back the mods I installed.

Well, just let you know that I used the cheat "unlock all buildings" and that's when it happens.

    Changes - Ploppable Sand Box
"The Paradigm building makes your citizens completely satisfied with all city services - education, health, security, fire safety, leisure and environment."

The class file are really easy to edit too, if you know how.

    You're welcome.
I only use the Paradigm building.
The other buildings tend to put resources way over the top.
Now... if there was only a cheat like this for retail.

I got this one but I never had to use it. It's annoying to know that one or more mods are causing this issue.

I have not heard of that Mod, Willer Bononi. But Timofp's mods can usually be depended on to be solid working mods.

Changes - Civic Service Mod (CSM)
"This mod changes the gameplay to make providing of city services more deeper and more in control for the player. "
Pretty sure this mod doesn't work in XXL though.

Hey guys, like I said, everytime I start a new city, when it gets to 3,000 citizens, the health issue is raised. So this time I put the paradigm building to stop it and it was ok... later, when I got around 15,000, I decided to deleted to put it in a proper place because in a little town that building is way out of the overall scenario... the thing is the city has now almost 30,000 and I still didn't place the paradigm building back, the health satisfaction is green !!! Go figure !!

P.s.: There are only 3 clinics in town...

    I forgot to mention "Blueprints".
Using the other resource buildings in this mod will skyrocket tokens and significantly decrease the construction time for any blueprints.
I place them in an out of the way place so they can be found easily, and then delete them after the blueprint construction is completed.
