Railway In Cities Xl 2011

    Hey guys, was just wondering I can't build railway/tram or anything like that in Cities XL 2011, it has the option menu for rail and trams however when I click on it nothing is there, can you guys tell me what I need to do to be able to get it? I tried downloading the unlocker mod but everytime I go to install it it comes up with an error that it is unable to write to the disk?
