Placement:
You'll find the mod in Commerce/Leisure/Sports Leisure menu. Under "No collision" you'll find the no collision version.
Since it doesn't have a square base, you need to place it on a completely flat surface. You can use the absolute flat plazas or similar to accomplish this.
Once the terrain is flat you can fill the area with your favourite plaza and then place the NO COLLISION version. But since the no collision version will not connect to the townhall you need to upgrade it to the version with collision from the upgrades menu after you finish placing it.
The plug is located about 50 meters away from the main entrance. Make sure there is a road nearby.
