Nope, as I said this city crossed the line of 100,000 inhabitants just a few years ago.

I found it, the city is Venlo (Is the picture from Google maps because there are some skyscrapers missing?)

 

Yes, it is Venlo! Good hunting!
Picture is from google maps, but ther is a time deifference on street view - those pictures of Venlo were taken between 2012 and 2015. One of the "skyscrapers" (the one just behind the bridge ) is still yet unfinished; it's under construction since 2013. Some smaller ones you can see on right side were completed around 2012, so it's possiblee, that they are missing. The city is evolving pretty quiickly recently
