Is this off-main-road place around some campus? I don't know much of the landmarks so I'll just try my luck on south of the island, maybe Gaoxiong?

 

Also thought of Taiwan, as the traffic lights stand in front of the street junction and in South Korea, they stand behind,
more like in the US...
The problem is that I have absolutely no clue about that building in the foreground on the left side.

Nope Tainan @heonetsung, head to north of it. It is a small city with population nearly 300.000.
