    Buddy, download mods from our website, look at "City Journals" and try to make something based on them. Look at the map of Phoenix and try to repeat the layout and everything will work out. Good luck!

    I'm using about 30 mods. No ploppables or buildings though.

    30 mods is quite a bit) I use at least 200 mods in total, if not more.

    I see a lot of people with water in their cities that definitely isn't on the original map, but I can't find that kind of mod here? Could you please do a listing/screenshot of your mods folder contents?
