Cities XXL Can my game be saved?

Started playing XXL again 4 months ago - now I remember why I quit before. Bugs and crashes - oh my!

I had 4 cities, 3 of them at over 1 mil population. I had carefully added mods, everything seemed fine. Then, when I tried to start a new city, the entire menu for power plants opened when I tried to place the "new city" utility center. All resources jumped to highest possible levels.

I deleted my cities, deleted all mods and maps. I could start a new city just fine. I added most mods (not maps or mods I was unsure about) back in but when I started another new city, the same issue with resources occurred. And one of my old deleted cities reappeared in the cities menu, albeit grayed out. Deleted that city again, including it's ..\live file, uninstalled my mods again ...
Now a different old city just showed up on the cities menu.

Any hope of saving this without having to reinstall?
