I think this one was him to build a city for his wife. The first one I did had more snow but I ended up with just a little on one mountain.

Put the .patch into the Pak folder of your Cities Xl
As normal, delete the trees in the water.
TIP: Right click the bulldozer thumbnail and move the slider up to increase the bulldozer size
