This was requested in October 2016. The request was filled by ronrn but I thought I'd do a XL friendly version with a Google Map layer version as well.

Put the .patch into the Pak folder of your Cities XL
XXL
Put the .patch into the mods folder of your Cities XXL
NOTE: Google maps have GM in the patch name.
Build on the Google map and then swap it for the normal one when you have finished.
NOTE: To see the map overlay better you need your graphic settings to be on high and turn off the Atmospheric Display.
As normal, delete the trees in the water.
TIP: Right click the bulldozer thumbnail and move the slider up to increase the bulldozer size
