I will try to answer your question.
But know before, that this is a subject that I have not really studied.

Here is my understanding of how the game works on the foundations of roads.

1 / Let's take this first file as an example:
1a / Small French road 10 meters wide.
data \ design \ buildings \ construction \ road \ road_fr
"r_street_40x10_fr.class"

In this .class file you have a TAG line
"<Tag> MS18; T1; TransportLine; RoadLine; Street; 40x10; GemCity; SlowWay; LocaleChoice_FR; FilterTag; Original </Tag>"

1b / General road foundations:
data \ design \ buildings \ construction \ road \ foundation
"rf_default.class"

In this .class file you also have a line of TAG
"<Tag> GemCity; T1; T3; Foundation; FoundationDefault; RoadLine; Street; Road; Avenue; SlowWay; HighWay; ExpressWay; Style; Size; FilterTag; Original </Tag>"

It is this "rf_default.class" file which allows the in-game display of the foundations under the road.

For some reason that I don't know, this "rf_default.class" file makes the "link" with the "r_street_40x10_fr.class" file cited as an example above.

To break this "link" I replace the word "Street" by the word "FarmStreet" in the TAG line of the file "r_street_40x10_fr.class"

By doing this, I therefore broke the link between the "rf_default.class" file and the "r_street_40x10_fr.class" file.
The link being broken, the foundations have disappeared.

To be completely honest, I'm not sure this is very conventional.
I suppose we could create a style of road without foundation by creating a special tag.

But this is another subject that I will study someday.

Here, I hope to have been sufficiently clear in my explanations.
