    You have to use the UGCManager app that is in Cities XXL Steam installation folder. (C:\Program Files (x86)\Username\steamapps\common\Cities XXL)

    Log in into Steam website, and then upload the mod using the UGCManager app. After that you can add more pictures and edit the info from the workshop's web.
