I just recently got a new Surface Book Laptop and I reinstalled the game, and still I'm experiencing the same issues. The game is crashing at startup and I get a message that pops up that reads:

"Error loading mods. Please check your game and installation for dependencies and mods. The game will now exit."

    What to do?

Best thing to do is go to the steam workshop and unsubscribe to all the mods.
Add the Community Mod and other dependencies manually.

Trouble started after this patch release:

    Cities XXL: Patch #4
    Patch #4 release notes (19/03/2015):
At the game launch, it can detect the missing dependencies. If so, the game will inform you that it will quit and will subscribe automatically for you the missing mods.

I found that I had to subscribe (or let Steam auto subscribe, though sometimes this does not happen) to the Steam dependency mods for the first game start. Then replace them with XLN mods and then unsubscribe the Steam versions.

This worked. I was unaware that I was already subscribed to mods on Steam, esp being that I just recently reinstalled it.

Yeah it happened to me when I reinstalled on my laptop. I had missed a few of them I had subscribed to.
