Find your Cities XL game folder and place it in /Paks. If your running steam and you have windows 7 it's easy to find by right clicking the game's shortcut and clicking "Open File Location".

    Problem:

In the description it says that all buildings will fill up with workers first before satisfying the populations need for jobs. All my industrial buildings are going bankrupt and I have placed mass amounts of unskilled workers near them so they will be flooded with workers. When I click on the factories they all say "No workers".
