    hey spacky, it seems this is already part of XXL, it's already unlocked; already there even without this mod. i tested XXL WITH and WITHOUT YOUR MOD, the prison you presented here remains in the game. Please double check, I maybe wrong.

    Can it be that you still unlocker cities xl USER from 2012 / Platinum? if so then that may well be possible. some mod's work still. and the prison is closed in the stock game.
