The Hospitals Has No Effect

    Help, the hospitals has no effect.
    Only hospitals T4/with elite workers work fine, not for small hospital (skill/executive workers).
    Is it a mod conflict or what?

    Also, be careful of Timofp's Civic Service Mod. I had the same nightmare before I withdrew it.
