    I believe this mod already existed for XL but there's no trace of it in the archives, and there's nothing similar for XXL either.

    Can we get it back, please?

    You can get the unlocker by GlobexCo from his personal site
    VictorFleur . CitiesXL

    I'm not sure if it works with XXL, use it with caution.

    I don't know what happened with "unlocker light" by Soltan Gris. It was uploaded here but it's missing now. Maybe someone who has it can re-upload it here.

    I downloaded sgbin1 and 2. Doesn't work with XXL
