I'm trying to install ''CitiesXLPakUnpak_v1.3.0'' into XXL.
    My O.S. is Win 8.1

The 'Microsoft .NET Framework 4' has been successfully installed.

When I click on the unpak exe file:
Windows prompts me that "this file is a danger to my computer" and removes/deletes the file.

    So, I should...???

    So, I should...

    Just give up.
    OR
1.Go to the security panel (Norton).
    2.Remove the file from quarantine.
3.Restore the file to it's original location.
4."Exclude" the file from any future security scans.
    5.Follow CitiesXLPakUnpak installation instructions.
6.Check computer case for any signs of fire or smoke.

    The above list is completed.
CitiesXLPakUnpak_v1.3.0 is running and seems to be working properly.

I'm not sure now, but I think I got all these at the CXL game website as kind of a package deal after downloading/installing the pre-ordered version:
    CitiesXL2012_modding_files
    CitiesXL2012_modding_tool
    CitiesXLPakUnpak_v1.3.0
    Microsoft .NET Framework 4

Tried the link you suggested and got the same results.
The main thing is I have it up and running now.
    Thanks for the advice.
