zones that instantly build buildings?

I'm trying to zone lots that instantly build buildings (like the mode where you can place a building of your choice down, only that isn't suitable for me because I need the building styles to be random). I've managed to do this on some maps without a city hall, power plant etc but not others. What's the best way to have lots/tiles "ignore" things like power, road connection, residential demand etc?

Also... is there a way to disable street lights? I like how this is done on expressways but I want the option to have smaller roads in the dark.
