    Where is the UGC Manager in cities Xl platinum I cannot find it.

    It's for Cities XXL only. There wasn't a CXXL option when I did the upload.

    may take a few minutes for steam mods to update, or maybe issue with your connection/ISP

    At my home that works very well.
    It goes so fast as on the site XL NATION

    I find just it's a pity not to use this tool STEAM which works very well!

    I hope that the creators of Mods shall use him more in the future!
